STATEWIDE CONSTITUTIONAL AMENDMENTS

A constitutional amendment is a change to Texas’s governing rulebook - its Constitution - and must be approved by voters. Vote this November on 17 state-wide decisions which will impact Texans for years to come.

October 6, 2025: Last Day to Register to Vote

October 20, 2025: First Day of Early Voting by Personal Appearance

October 24, 2025: Last Day to Apply for Ballot by Mail (Received, not Postmarked)

October 31, 2025: Last Day of Early Voting by Personal Appearance

November 4, 2025: Last day to Receive Ballot by Mail at 7 PM

November 4, 2025: Election Day

Statewide Constitutional amendments

November 2025

South Asian Texans will play a crucial role in determining the outcome of 17 constitutional amendments slated for the November 4th election. These amendments cover a wide range of issues

PROPOSITION 1: HIGHER EDUCATION FUNDING

Create two special funds to support Texas technical colleges.

PROPOSITION 2: INCOME TAXES

Ban taxes on profits (realized or not) from investments for individuals and families.

PROPOSITION 3: BAIL

Prevent bail for those accused of serious violent or sexual felonies.

PROPOSITION 4: TEXAS WATER FUND

Use extra sales tax revenue (over $46.5B) to fund state water projects, capped at $1B/year.

PROPOSITION 5: AGRICULTURE

Exempt animal feed held for retail sale from property taxes.

PROPOSITION 6: BUSINESS TAXES

Ban taxes on buying, selling, or transferring securities.

PROPOSITION 7: HOMESTEAD TAXES FOR VETERANS

Provide a homestead tax exemption for surviving spouses of veterans who died from service-related causes.

PROPOSITION 8: PROPERTY TAXES

Ban taxes on inherited property or estates.

PROPOSITION 9: BUSINESS TAX EXEMPTIONS

Allow exemption of up to $125,000 of business-related personal property from taxes.

PROPOSITION 10: HOMESTEAD TAXES - FIRE

Temporarily reduce property taxes on homes rebuilt after fires.

PROPOSITION 11: HOMESTEAD TAXES - DISABILITY AND SENIORS

Raise the homestead exemption for seniors and disabled individuals from $10K to $60K.

PROPOSITION 12: JUDICIARY CHOICES

Restructure the judicial misconduct board and allow temporary review tribunals.

PROPOSITION 13: HOMESTEAD TAX EXEMPTIONS

Raise the general homestead property tax exemption from $100K to $140K.

PROPOSITION 16: CITIZENSHIP VOTING

Clarify that only U.S. citizens can vote in Texas elections.

PROPOSITION 14: DEMENTIA RESEARCH

Establish a dementia research institute with $3B in funding. .

PROPOSITION 17: BORDER TAX EXEMPTIONS

Allow property tax breaks for building border infrastructure in counties next to Mexico.

PROPOSITION 15: PARENTAL RIGHTS

Guarantee parents' rights to make decisions about their child’s upbringing.
